European biofuels policy is driven by two European Union Directives: the Renewable Energy Directive, which is an energy mandate for the use of biofuels, and the Fuel Quality Directive, which sets a target for the carbon intensity of European road transport fuel. These directives do not apply directly to economic operators - rather, each of the 27 European Union Member States must put into law its own implementations of these two directives that may be more or less similar to implementations in other nations.
Recognising that it can be extremely challenging for stakeholders (whether from industry, government or civil society) to stay up to date with the state of implementation across Europe, the Bioenergywiki has partnered with the International Council on Clean Transportation to start a set of wiki pages devoted to following the implementations in the various Member States.
The EU biofuel policy tracker consists of 29 pages (one each describing the FQD and RED, and 27 for the Member States), and this central page. Each page is laid out in the same way, breaking the key elements of the directives down one by one to allow easier comparison between countries, and to make it as easy as possible to find specific information about policy in each country.
Like the rest of the Bioenergywiki, and all wikis, the EU biofuel policy tracker works best with the participation of the community, so we would encourage you to help the project by adding information for the countries that are not yet documented, and improving and updating the existing entries (as of the start of 2012, the pages for Germany, the UK, Ireland and Spain are 'complete').
Questions, comments or suggestions about the EU policy tracker pages should be addressed to Dr. Stephanie Searle, stephanie at theicct dot org.
